The dot + trailing ring cursor from zenolitee.github.io/portfolio-zen, for the whole Windows desktop.
It comes in two parts. You can use either one on its own:

Cursor-Ring-scheme.zip from the latest release and unzip it.install.inf and choose Install (on Windows 11 it’s under Show more options). Accept the admin prompt.Open the online editor (or tools/editor.html locally), or click Customize cursors… in the ring app’s tray menu. Change the colours, glow, outline, line thickness, dot and ring size, and spinner speed, and every cursor updates in a live preview. Hover a cursor to try it as your real pointer. Download scheme gives you a zip with the cursors and an install.inf. The editor page has a step-by-step guide.
Download cursor-ring.exe from the latest release and run it. Windows SmartScreen may warn about an unknown publisher, because the exe isn’t code-signed: click More info → Run anyway.
To build it yourself, you need Rust.
cargo build --release
Then run target\release\cursor-ring.exe. The tray icon has Ring settings…, Customize cursors…, Pause, Start with Windows and Quit. While it’s running, the normal arrow becomes the glowing dot. Pausing or quitting the app brings back your own scheme.
Ring settings… in the tray opens %APPDATA%\Cursor Ring\settings.ini in Notepad. Change a value and save, and the ring updates straight away. You don’t need to restart.

If a value is invalid, that setting falls back to its default. Delete the file to reset everything.
